Improvement and Rehabilitation of Road Infrastructure in 05 Town Municipal Corporation (TMC) in District East, Karachi - Package 01

The Karachi Metropolitan Corporation Engineering Department invites bids for the Improvement and Rehabilitation of Road Infrastructure in 05 Town Municipal Corporation (TMC) in District East, Karachi under ADP#1765/2026-27, Package 01. This comprehensive civil works project covers the rehabilitation of key roads including Kashmir Road from Shahrah-e-Quaideen to KMC Sports Complex, Allama Iqbal Road from Kashmir Road to Jheel Park, Sir Syed Road from Kashmir Road to Tariq Road, and Price Aly Khan Road Garden East, all within TMC Jinnah, District East, Karachi. Items being procured: - Improvement/Rehabilitation of Kashmir Road from Shahrah-e-Quaideen to KMC Sports Complex - Improvement/Rehabilitation of Allama Iqbal Road from Kashmir Road to Jheel Park - Improvement/Rehabilitation of Sir Syed Road from Kashmir Road to Tariq Road - Improvement/Rehabilitation of Price Aly Khan Road Garden East The scope includes dismantling of existing asphalt and cement concrete roads, scarifying existing road surfaces, cold milling, cartage of materials, preparation of sub-base and aggregate base course, application of tack coat, laying of asphalt concrete wearing course, repair of sewerage pipelines and manholes, construction of manholes, cleaning of sewerage lines, installation of road studs and pavement markings, and construction of medians, footpaths, and islands with precast edge blocks and cement paving blocks. Eligible bidders must be registered with Pakistan Engineering Council (PEC) in category C-3 or above with relevant discipline codes, possess valid NTN and be on the Active Taxpayer List (ATL) of FBR and Sindh Revenue Board (SRB). Bidders must demonstrate relevant experience, financial capacity, and submit a bid security of 5% of the estimated cost. Joint ventures are not allowed. The contract duration is 24 months with a penalty of Rs. 3000 per day for delay. Bids must be submitted electronically via the SPPRA e-Procurement System (EPADS) by 20-08-2026 at 11:00 AM. Technical bids will be opened on the same day at 11:30 AM at the office of the Chairman Procurement Committee, Engineering Department, KMC, Muslimabad, Karachi. Financial bids of technically qualified bidders will be opened later as notified. Bidders are advised to carefully review the bidding documents, including the detailed Bill of Quantities, specifications, and conditions of contract.
