Improvement and Rehabilitation of Road Infrastructure in 05 Town Municipal Corporation, District East, Karachi - Package 05

The Karachi Metropolitan Corporation Engineering Department invites bids for the Improvement and Rehabilitation of Road Infrastructure in 05 Town Municipal Corporation (TMC) in District East, Karachi under ADP#1765/2026-27, Package-05. This package includes two major road rehabilitation works: (i) Improvement and Rehabilitation of Gulzar Khan Road from Maymar Avenue Road to Molana Ubaidullah Sindhi Road (Dual Carriageway), Gulzar-e-Hijri, Scheme-33, Sohrab Goth Town, District East, Karachi; and (ii) Improvement and Rehabilitation of Khulfa Rashideen Road, Gulshan Town, District East, Karachi Metropolitan Corporation (KMC). Items being procured: - Improvement/Rehabilitation of Gulzar Khan Road including dismantling existing asphalt concrete road, earth excavation, sub-base preparation, aggregate base course, asphalt concrete wearing course, repair of leakages in RCC and MS pipelines, raising sewerage manholes. - Improvement/Rehabilitation of Khulfa Rashideen Road including dismantling cement concrete work, earth excavation, aggregate base course, paving blocks flooring, repair of leakages in pipelines, sewerage manhole construction. - Sewerage system works including excavation for pipelines, cartage of materials, laying RCC pipes, cleaning sewerage lines, manufacturing and supplying RCC manhole covers. - Median, footpath, and islands work including fixing precast edge blocks, painting, filling and ramming earth, cement paving blocks flooring. - Ancillary works including supplying and fixing reflectorized road studs and thermoplastic pavement markings. The technical scope covers comprehensive road rehabilitation works including civil, sewerage, and ancillary infrastructure in Karachi East district. The project requires experienced contractors with valid PEC registration in relevant categories (C-3 or above with CE01, CE09, CE10 disciplines), active tax registration with FBR and Sindh Revenue Board, and proven experience in similar government projects. The contractor must provide a detailed construction schedule, method statements, and demonstrate availability of required equipment and qualified personnel as per the bidding documents. The estimated cost of the project is Rs. 455,922,180/- with a bid security of 5% of the estimated cost. The contract duration is 24 months with a penalty of Rs. 3000/- per day for delay. Bids must be submitted online via the SPPRA e-procurement portal (EPADS) by 20-08-2026 at 11:00 AM. Technical bids will be opened on the same day at 11:30 AM at the office of the Chairman Procurement Committee, Engineering Department, KMC, Muslimabad, Karachi. Bidders are advised to carefully review the detailed bidding documents including instructions to bidders, evaluation criteria, bill of quantities, specifications, and special conditions of contract. Earnest money in the form of pay order/CDR/bank guarantee must be submitted as per the tender requirements. Joint ventures are not allowed. The procuring agency reserves the right to reject any or all bids in accordance with SPPRA rules.
