Tender Description
The Karachi Metropolitan Corporation (KMC) Engineering Department invites bids for the Improvement and Rehabilitation of roads and internal streets by providing and fixing paving blocks along with replacement of sewerage lines in Union Committee#10, TMC Malir, District Malir, Karachi. This project involves comprehensive civil works including excavation, laying of RCC and MS pipes, construction of manholes, sub-base preparation, asphalt paving, and installation of precast edge blocks.
Items being procured:
- Excavation for pipeline trenches and pits in soft rock
- Provision of fence guards, lights, flags, and temporary crossings
- Supply and fixing of RCC pipes (300 mm and 375 mm diameter)
- Pumping set hire charges for water removal from trenches
- Construction of manholes with cement plaster and fixing of manhole covers
- Manufacturing and supply of RCC ring slabs and manhole covers
- Refilling excavated trenches with proper compaction
- Preparation of sub-base with graded gravel
- Earth excavation and dismantling of cement concrete
- Carriage of materials including stone aggregate, bricks, tiles, timber, and fuel wood
- Supply and laying of aggregate base coarse
- Application of priming and tack coat
- Laying of 2" thick asphalt concrete
- Provision and fixing of precast edge blocks
- Surface preparation and enamel painting on masonry walls
- Repair of leakages in RCC and MS pipelines
- Supply and fixing of cement paving blocks
The technical scope covers all civil and sanitary works as per the detailed Bill of Quantities and specifications. Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and possess valid NTN and Sindh Revenue Board (SRB) registration. Experience in similar government sector projects is mandatory. Earnest money of 5% of the estimated cost in the form of Pay Order, CDR, or Bank Guarantee is required. Integrity Pact on stamp paper and non-refundable tender cost must be submitted physically before bid opening.
Bids must be submitted electronically via the SPPRA EPADS portal by 11 August 2026 at 11:30 AM. Technical and financial bids will be opened online on the same day. The Procuring Agency reserves the right to accept or reject any or all bids as per SPPRA rules. The contract duration is 90 days with a penalty of Rs. 3000 per day for delay.
A practical tip for bidders: Ensure all bid documents including PEC registration, NTN, SRB certificates, and Integrity Pact are complete and submitted timely both online and physically to avoid disqualification. Familiarity with the EPADS e-procurement system is essential for successful bid submission.
