Tender Description
The Directorate General Research and Development Establishment (DGRDE) Rawalpindi is procuring the indigenous development of an Advanced Artillery Forward Observer Simulator (Adv AFOS) along with associated spares. This project aims to capitalize on in-country resources and manufacturing capabilities to develop a sophisticated simulator system for artillery training and operational readiness. The procurement is specifically for firms capable of in-house manufacturing and possessing relevant experience in national or armed forces level projects. The scope includes detailed technical specifications and cost breakdowns for the equipment development, emphasizing indigenous materials with limited import only if absolutely necessary.
Bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). Registration with DGRDE or DGDP is preferred, and firms not registered must complete registration if selected as the most advantageous bidder. The tender requires submission of earnest money in the form of a bank draft or pay order, with rates varying based on firm pre-qualification status. The bidding process follows a two-stage two-envelope procedure, with the first stage technical bid submission deadline at 10:30 AM on 2 June 2026 at DGRDE, Abid Majeed Road, Rawalpindi.
Bidders should carefully review all tender documents, including instructions to bidders and technical schedules, to avoid disqualification. Financial proposals must include a detailed cost breakdown and be inclusive of all taxes and duties. The bid language is English, and conditional price quotations will be rejected. A tender conference is scheduled for 25 May 2026 at DGRDE.
For successful participation, bidders should ensure all required documents such as FBR certificates, cost breakdowns, and declarations against blacklisting are complete and attached. A practical tip for bidders is to attend the tender conference to clarify any ambiguities and to prepare a comprehensive technical bid that strictly follows the tender instructions to avoid rejection at the technical evaluation stage.
