Tender Description
The Directorate General Research and Development Establishment (DGRDE) Rawalpindi is procuring the indigenous development of a Motor Grader Virtual Reality Training Simulator (MGVRTS). This project aims to capitalize on in-country resources and manufacturing capabilities to develop a sophisticated training simulator for motor grader operations. The scope includes design, development, and supply of the simulator along with necessary spares. Bidders are encouraged to maximize the use of indigenous materials, with imports allowed only if absolutely necessary.
The technical scope requires firms to have in-house manufacturing capabilities and experience with national or armed forces level projects in similar categories. The project demands detailed cost breakdowns including OEM registration numbers and compliance with all tax registrations such as FBR and ATL. Firms must not be blacklisted or under any declaration of ineligibility. The bidding process follows a two-stage two-envelope procedure, with the first stage technical bid submission deadline on 25 May 2026 at 10:30 AM, followed by financial bids for qualified bidders.
Eligibility criteria include registration with Income Tax and Sales Tax departments, active tax payer status, and preferably registration with DGRDE or DGDP. Bidders must submit earnest money in the form of a bank draft or pay order payable to DGRDE, with rates varying by firm pre-qualification status. The bid language is English, and all prices must be quoted in Pakistani Rupees inclusive of all taxes and duties.
The venue for bid submission, opening, and evaluation is the Directorate General Research and Development Establishment, Abid Majeed Road, Rawalpindi. A tender conference is scheduled for 13 May 2026. Bidders should carefully review all tender documents and schedules to avoid disqualification. A practical tip for bidders is to ensure the completeness and accuracy of the cost breakdown and registration documents to avoid rejection of financial offers. Strict adherence to submission deadlines and bid security requirements is essential for successful participation.
