Tender Description
This tender invites bids for the indigenous development of the SH-15 Gun Simulator prototype in Rawalpindi by the Directorate General Research and Development Establishment. The project focuses on leveraging local resources and manufacturing capabilities to develop a sophisticated simulation system for defense applications under strict compliance with procurement rules.
The scope involves detailed design, development, and delivery of the SH-15 Gun Simulator prototype, emphasizing the use of indigenous materials and components. The work requires firms with in-house manufacturing capacity and experience in defense-related projects. The site location in Rawalpindi demands adherence to high technical standards and coordination with military specifications, ensuring the simulator meets operational and training requirements.
Bidders must be registered with the Federal Board of Revenue, active on the ATL list, and preferably registered with DGRDE or DGDP. Compliance with PEC categories relevant to defense manufacturing and FBR tax obligations for the financial year 2025-26 is mandatory. Firms should provide detailed cost breakdowns, OEM registration numbers, and demonstrate a satisfactory record of similar national or armed forces projects to qualify.
Submission deadline for the first stage technical bids is set for 10:30 AM on 23 April 2026, with bid opening at 11:00 AM the same day. Bids must be submitted physically at the Directorate General Research and Development Establishment, Abid Majeed Road, Rawalpindi. The second stage financial bid opening will be communicated separately to technically qualified bidders.
