Infrastructure Development of 14.5 km Right Promenade (River Ravi, Lahore)

Ravi Urban Development Authority (RUDA) is inviting bids for the infrastructure development of the 14.5 km Right Promenade along River Ravi in Lahore. This major civil works project is divided into two contract packages, both of which require the construction of a 3-lane dual carriageway on the proposed upper promenade, including embankments, electrification, drainage, and connectivity with the Lahore Eastern Bypass (LEBP). The works are to be executed as per approved specifications and standards, and payment will be made on a 50 percent deferred basis as outlined in the bidding documents. Items being procured: - Infrastructure Development of 9.0 km Right Promenade (RD 00+000 to RD 29+500), Bid Security: Rs. 240,000,000/- - Infrastructure Development of 5.5 km Right Promenade including Interchange at Lahore Eastern Bypass (RD 29+500 to RD 47+500), Bid Security: Rs. 240,000,000/- The technical scope covers road construction, embankment works, electrification, drainage, and all ancillary works required for the promenade and its integration with the LEBP. Eligible bidders must be registered contractors, either individually or as part of a joint venture, and must provide a valid Bid Security in the form of Deposit at Call or Bank Guarantee from a scheduled bank in Pakistan or a foreign bank with a counter guarantee. The Bid Security must be valid for 28 days beyond the bid validity date. Bidding will follow the Single Stage Two Envelope (SSTE) procedure in accordance with RUDA procurement regulations 2022. Bidders can obtain bidding documents from the Office of the Executive Director Engineering Wing, RUDA, after paying a non-refundable fee of PKR 25,000 via bank draft. Pre-bid meetings are scheduled for 18/08/2026 and 19/08/2026 at 12:00 PM for the respective packages. The bid submission deadlines are 07/09/2026 (12:00 PM) for Package 1 and 08/09/2026 (12:00 PM) for Package 2. Bids must be submitted to the RUDA Sub-Office, 5-C Muslim Town, Facing Canal, Near Punjab Group of Colleges, Lahore. A practical tip: Ensure your Bid Security is strictly in the required format and valid for the specified period, as insurance guarantees will not be accepted.
