Tender Description
This tender issued by the Military Engineer Services (MES), CMES Navy COMCOAST Karachi, invites qualified contractors to undertake multiple installation and construction projects at strategic HF Radar sites and Gwadar. The scope includes installation of lighting systems, shifting and installation of radar towers, partitioning and construction of DG sheds, transport sheds, underground water tanks, fuel storage facilities, and supply of fresh water through bowzers. Additionally, repair and maintenance of furniture at various blocks in Shahbaz SRE JNB Ormara is included. These works are critical for operational readiness and infrastructure enhancement in Karachi and Gwadar.
The projects involve complex civil works requiring expertise in structural installations, electrical cabling, and site-specific construction challenges. Contractors must be prepared to handle engineering tasks at remote and sensitive locations such as Cape Monze, Nathiagali, Khor Kalmat, and multiple creeks. The work demands adherence to strict quality standards and timely execution to support naval operations. The inclusion of fuel storage and water supply systems highlights the need for specialized construction and installation skills.
Applicants must hold valid Pakistan Engineering Council (PEC) registration certificates and demonstrate financial stability through bank statements. Experience with MES or other government departments is mandatory, with a preference for contractors on the approved MES list 'D'. Compliance with FBR/ATL status and PEC requirements for the 2025-26 financial year is essential to ensure eligibility. Contractors should prepare earnest money deposits equal to 2% of the estimated cost as a refundable security.
The submission deadline for tenders is set for 30 April 2026 at 11:30 AM, with bid opening scheduled at 12:00 PM the same day. Applications and bids must be submitted physically at the CMES Navy COMCOAST office located at PNS Karsaz Karachi. Pre-qualification applications close on 8 April 2026 by 3:00 PM.
