Tender Description
The Federal Board of Revenue (FBR) invites bids from eligible vendors for the installation, maintenance, and operational support of a production monitoring and counting system for the leather sector across Pakistan. This system aims to provide real-time or near-real-time counts and measurements of leather outputs using various units such as pieces, pairs, square feet, square meters, weight, rolls, bundles, cartons, SKU/article codes, batch/lot, grade, and facility identifiers. The procurement is conducted under a Two-Stage Bidding Procedure with a focus on technical and proof of concept (POC) evaluations.
Items being procured:
- Barcode/QR/RFID-based counting systems
- Industrial sensor-based monitoring
- Weighing or measuring machine integration
- OCR/image-based recognition
- Camera and video analytics
- Alternative solutions approved by FBR
The scope includes installation, configuration, integration, testing, commissioning, and maintenance of the system at designated leather processing, manufacturing, packing, warehouse, or dispatch points. The system must support diverse facility types including tanneries, finished goods manufacturers, and integrated facilities, employing a hybrid technology-neutral approach. Vendors must demonstrate a minimum 95% accuracy in counting during POC with a preferred 99% accuracy. The system shall ensure secure data transmission, auditability, and provide dashboards for monitoring production data.
Eligibility criteria include registration with PPRA on e-PADS, active taxpayer status with FBR, and at least five years of experience in deploying similar solutions. Joint ventures of up to three members are allowed. Bidders must submit a comprehensive technical proposal including detailed equipment specifications, installation blueprints, project timelines, maintenance plans, and evidence of similar projects.
The bid submission deadline is **11:00 AM on 27th July, 2026** at Room 510, 5th Floor, FBR House, Constitution Avenue, G-5, Islamabad. Bids must be submitted both in hard copy and electronically via the e-Pak Acquisition and Disposal System (e-PADS). A pre-bid meeting will be held on 13th July, 2026 at 11:00 AM at FBR House, Islamabad. The bid security amount is **PKR 1,000,000**. The performance guarantee required is **PKR 5,000,000**.
