Installation of RCC Pipe Line 18'' at UC-153 Benazir Colony Near Sehrish Nagar (Phase-7)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms registered with relevant authorities for the execution of the installation of RCC Pipe Line 18'' at UC-153 Benazir Colony Near Sehrish Nagar (Phase-7) in Hyderabad. The procurement is conducted under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Installation of RCC Pipe Line 18'' at UC-153 Benazir Colony Near Sehrish Nagar (Phase-7) The scope includes dismantling cement concrete, excavation for pipeline trenches, providing fence guards and temporary crossings, laying RCC pipes of ASTM C-76-62 Class II wall B, cement concrete brick or stone ballast, reinforced cement concrete work, fabrication of deformed steel reinforcement, manufacturing and supplying RCC manhole covers, refilling excavated material, and cement concrete plain works. The work is to be completed within 24 months. Eligibility criteria require valid Pakistan Engineering Council (PEC) registration in the relevant category for 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, minimum two similar completed works in last two years, two ongoing similar projects, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, availability of technical staff and equipment, and submission of work methodology and execution plan. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted as Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from any scheduled bank in Pakistan in favor of Hyderabad Municipal Corporation. Scanned copies must be uploaded via E-PADS and original hard copies submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bids will be opened on 26-10-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Performance security of 10% of contract price is required from the successful bidder. The defect liability period is a minimum of 24 months after completion. Taxes will be deducted as per government rules. Any attempt to influence the procurement process will lead to disqualification and blacklisting under Rule 35.
