The site is spread across multiple union councils and villages within Hyderabad district. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in relevant category for the year 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board (SRB), NTN and Sales Tax certificates, minimum two similar completed works in last two years, two ongoing projects of similar nature, financial soundness demonstrated by bank statements, affidavit of no blacklisting or litigation, and availability of technical staff and equipment as per bidding documents. Tender documents can be downloaded from the SPPRA E-Procurement System (E-PADS) portal. A non-refundable tender fee of Rs. 3,000/- must be submitted in favor of Deposit Fund HMC via Pay Order or Call Deposit. Bid security of 2% of the estimated cost is mandatory in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from any scheduled bank in Pakistan, favoring Hyderabad Municipal Corporation. Scanned copies of tender fee and bid security must be uploaded on E-PADS, and original instruments submitted in sealed envelopes before bid opening. Bids must be submitted electronically through E-PADS only. Manual bids will not be accepted. Bid opening will be held on 26-10-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the procurement committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. Performance security of 10% of contract price is required from the successful bidder. The contract includes a defect liability period of 24 months after completion. Taxes will be deducted as per government rules.
