Installation of RCC Pipeline 18'' at UC-142 Railway Colony Barkati Masjid (Phase-6) Hyderabad

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the installation of RCC pipeline 18'' diameter at UC-142 Railway Colony Barkati Masjid (Phase-6) in Hyderabad city. The procurement is conducted under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Installation of RCC pipeline 18'' diameter at UC-142 Railway Colony Barkati Masjid (Phase-6) The scope includes excavation, laying, jointing, and testing of RCC pipes, refilling trenches, and related civil works. The work site is located in Hyderabad, Sindh, and the contract duration is 24 months. Contractors must have valid Pakistan Engineering Council (PEC) registration in the relevant category for the year 2026-27, active taxpayer status on FBR ATL, Sindh Revenue Board registration, NTN and Sales Tax certificates, and must demonstrate experience with at least two similar completed and two ongoing projects. Submission of a bank statement for the last three years and an affidavit on e-stamp paper regarding blacklisting and litigation status is mandatory. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted as Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from any scheduled bank in Pakistan. Bids must be submitted electronically through E-PADS only. Manual bids will not be accepted. Scanned copies of tender fee and bid security must be uploaded, and original instruments must be submitted in sealed envelopes to the office of the Executive Engineer Hyderabad Municipal Corporation before bid opening. Bids will be opened on 26-10-2026 at 12:00 Noon in the presence of the Procurement Committee and bidders' representatives. The bid validity period is 90 days from the date of opening. Conditional, incomplete, or unsigned bids will be rejected. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Performance security of 10% of contract price is required from the successful bidder. The defect liability period is 24 months after completion.
