Installation & Replacement of Power Distribution System (HT/LT Panels) at Ministry of Foreign Affairs Islamabad

The Ministry of Foreign Affairs (Ministry of Foreign Affairs (MOFA)) Islamabad invites sealed bids from eligible and qualified bidders for the Installation & Replacement of Power Distribution System (HT/LT Panels) at its premises in Islamabad. This procurement involves comprehensive electrical works including supply, installation, testing, and commissioning of HT/LT panels, switchgear, transformers, cabling, and associated equipment. Items being procured: - Scraping and distempering of walls - Supply and erection of PVC pipes for wiring (20mm, 25mm, 50mm, flexible) - Supply and erection of various sizes of PVC insulated copper conductor cables - Supply and installation of MCCBs, MCBs, ACBs of various ratings - Wall mounted and floor mounted distribution boards - Supply and installation of transformers (630 KVA, 1000 KVA) - Supply and installation of power factor improvement panels - Supply and installation of cable trays and covers - Supply and installation of exhaust and ceiling fans - Supply and installation of fire rated metal doors - Supply and installation of HT cable termination and joint kits - Supply and installation of SCADA system - Dismantling of existing panels and cable trays - Supply and installation of diesel generator set 550 kVA with auxiliary fuel tank - Supply of HT electrical protective gloves, clothing, rescue hooks - Supply and installation of earthing system - Supply and installation of fire extinguishers The scope includes dismantling and removal of existing equipment, supply and installation of new HT/LT switchgear, transformers, cabling, earthing, power factor correction panels, busbar trunking, minor civil works for cable trenches and foundations, painting and labeling, temporary power arrangements, testing, commissioning, arc-flash hazard assessment, as-built documentation, and training of MFA technical staff. Bidders must be registered with Pakistan Engineering Council (PEC) in relevant categories, possess valid FBR registration and ATL status, have at least 10 years of relevant experience, and have completed at least five similar projects. Bid security in the form of Pay Order, Banker's Cheque, or Call Deposit is required. Bids will be evaluated on Least Cost Based Selection (LCBS) criteria. The tender documents are available on EPADS v2.0 portal. Bids must be submitted electronically via EPADS v2.0 by 26 October 2026 at 11:30 AM. Manual bids will not be accepted. Bid opening will be on the same day at 12:00 PM. The contract performance guarantee is 0% of contract price.
