Replacement of Existing Data Center Chiller Cooling Systems in C&IT and NDW Data Centers and Allied Equipments

The National Database and Registration Authority (NADRA) Islamabad invites sealed bids for the replacement of existing Data Center Chiller Cooling Systems in the C&IT and NDW Data Centers along with allied equipment. This procurement covers supply, installation, testing, commissioning, and handover of new direct-expansion (DX) cooling units including medium-capacity units (25–30 kW) and high-capacity units (40–45 kW), precision cooling CRAC units, transformers, electrical distribution boards, and associated civil and electrical works. Items being procured: - DX Type InRow Units without heater and humidifier (25–30 kW) for C&IT and NDW - DX Type InRow Units with heater and humidifier (25–30 kW) for C&IT and NDW - DX Type InRow Units with heater and humidifier (40–45 kW) for C&IT and NDW - Precision Cooling CRAC Units (27 kW) for UPS rooms - 800 KVA Oil Type Transformers with allied works - MV Panel WAPDA Industrial Metering & Protection Panels - RCC Rooms for HT Panels - Electrical Distribution Boards with MCCB and MCB - Power and control cabling for HVAC systems - Elevated galvanized steel structures for outdoor units - Renovation and development of HVAC DB rooms including lighting and false ceiling works - Central Monitoring Workstation with specified hardware - OEM training for NADRA technical personnel - Electrical discrimination study - DCIM Server and Liebert Intellislot Unity Platform Cards - SLA and warranty services for 3 years including preventive maintenance and consumables The scope includes dismantling and decommissioning of existing chillers and CDU systems, relocation of existing outdoor units, civil works for equipment placement, electrical works, and integration with existing infrastructure. The contract requires phased replacement ensuring uninterrupted data center cooling. Bidders must be registered, authorized OEM partners, and comply with eligibility criteria including FBR registration and ATL listing. Bid security in the form of Pay Order or Bank Guarantee is mandatory. Bids must be submitted electronically via EPADS v2.0 portal by 26 October 2026 at 11:00 AM. Technical and financial bids will be opened on the same day at 11:30 AM. A pre-bid meeting will be held on 14 October 2026 at 12:00 PM at State Bank of Pakistan Building, Shahrah-i-Jamhuriat, Islamabad. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. The contract will be awarded based on Least Cost Based Selection (LCBS) technique.
