Tender Description
The District & Sessions Court, Tando Allahyar is procuring the installation of solar power systems and an e-library setup at its premises in Tando Allahyar, Sindh. This procurement includes a 6 kW solar power system at the District Court Headquarters, two 3 kW solar power systems at Chambar Court Buildings I and II, and a fully equipped e-library for Chambar Court Building-I. The solar systems comprise inverters, solar panels, lithium battery banks, framing, wiring, installation, transportation, and miscellaneous electrical items. The e-library includes Intel Core i5 computers, HP laser jet printer, TP-Link router, furniture, smart 4K UHD TV, internet service, and law site subscriptions.
Eligible bidders must be registered contractors, manufacturers, authorized distributors, or experienced service providers with a minimum annual turnover of PKR 1 million over the last three fiscal years. They must have completed at least two similar contracts, be on the Active Taxpayer List (ATL) of FBR, and hold valid NTN, GST, and vendor numbers. Technical staff qualification and non-blacklisting are mandatory. The procurement follows the Single-Stage Two-Envelope Procedure with technical and financial bids.
Bids must be submitted electronically via the SPPRA e-Procurement (ePAD) portal by 11:00 AM on 4 June 2026. The bid opening will occur at 12:00 Noon the same day at the office of the 2nd Senior Civil Judge, District & Sessions Court, Tando Allahyar. Earnest Money of 2% of the bid price is required in the form of a bank draft or pay order in favor of Access to Justice Development Fund. Performance guarantee of 2% of the bid price is also mandatory. All goods and services must be delivered and installed within 30 days of purchase order issuance.
A practical tip for bidders is to ensure all bid documents, including the Power of Attorney and Earnest Money, are complete and uploaded correctly on the ePAD portal before the deadline.
