Tender Description
The Dr. Panjwani Center for Molecular Medicine and Drug Research at the International Center for Chemical and Biological Sciences, University of Karachi, Karachi, is procuring an Integrated Forensic Laboratory Management System along with associated hardware. This procurement is aimed at enhancing forensic laboratory operations through a secure, centralized, and modular software platform designed to manage lab cases, sample tracking, analysis, inventory, evidence management, accounts, equipment calibration, and sample dispatch. The system must support AES-256 encryption, role-based access, and comply with ISO/IEC 27001 standards.
The technical scope includes software development, deployment, and annual maintenance, plus hardware such as a high-performance server, workstation, QR code printer and scanners, and a 42U server rack with power distribution. The software must support offline functionality, data migration, and AI/ML integration, with a delivery timeline of six months. Hardware specifications demand OEM Tier-1 manufacturers with comprehensive warranties.
Eligible bidders must demonstrate technical compliance, have experience with public sector and law enforcement agencies, and expertise in cloud deployment. Valid FBR/ATL registration and a minimum annual turnover matching the bid amount for the last three years are required. The bid security is 2% of the bid value, with a performance guarantee of 5% of the purchase order value.
Bids must be submitted by **12 May 2026** to the Purchase Office, ICCBS, University of Karachi. The procurement follows a Single Stage One Envelope procedure under SPP Rules 2010 (updated 2013). Bidders should ensure all documents, including the mandatory summary sheet, are complete and signed. Late or conditional bids will be rejected.
