Tender Description
Pakistan State Oil Company Limited (PSO) is procuring specialized integrity testing services for the JET-A1 pipeline and fuel filter vessels located at PSO Aviation Quetta Airport. This procurement is specifically for the Quetta site in Balochistan and involves comprehensive inspection and evaluation of carbon steel pipelines and filter vessels. The scope includes visual inspection, paint thickness measurement, ultrasonic thickness gauging, magnetic particle inspection, ultrasonic flaw detection, metallurgical analysis, and fitness-for-service assessment in accordance with API 510 and API 570 standards.
The technical scope covers inspection of pipelines with diameters of 3, 4, and 6 inches, approximately 175 feet in length, and filter vessels compliant with EI 1581 7th Edition. The vendor must perform internal and external inspections, record all data, and provide detailed reports including corrosion rates, remaining life calculations, and risk-based inspection programs. All inspections must be conducted by API certified inspectors using calibrated equipment. The contractor is responsible for providing all necessary tools, PPE, and complying with PSO's HSE and aviation safety regulations.
Eligible bidders should have relevant certifications including API 510 and 570, experience in pipeline and vessel integrity testing, and must be registered with FBR and ATL. The vendor must submit a technical bid with an approved method statement and comply with all safety and procedural requirements. The submission deadline is **2026-05-21 23:59:59**. Bidders are advised to visit the site beforehand to fully understand the scope and conditions.
A practical tip for bidders is to ensure all inspection equipment is properly calibrated and certified before mobilization, as PSO requires submission of calibration certificates. This will avoid delays and demonstrate compliance with technical requirements, increasing the chances of successful contract award.
