Tender Description
The Public Private Partnership Support Facility (PSF) Company, based in Karachi, Sindh, is seeking professional consultancy services for internal audit activities covering a period of two years and six months from 1st January 2026 to 30th June 2028. This procurement is aimed at engaging a Chartered Accountant firm to conduct risk-based internal audits ensuring compliance with laws, regulations, and PSF policies. The department responsible for this procurement is the Public Private Partnership Support Facility, located at 2nd Floor, Imperial Court (Old block), Dr. Ziauddin Ahmed Road, Karachi.
Items being procured:
- Preparation of Audit Universe and annual internal audit risk assessment
- Co-development of risk-based annual audit plan
- Quarterly internal audit of selected processes including income, expenditure, internal projects, information and communication, grant, equity and credit applications and awards, and funds disbursement
- Review of compliance with policies, plans, procedures, laws, and regulations
- Identification and evaluation of internal controls over significant business processes
- Recommendations for control improvements
- Monitoring implementation of internal controls
- Communication of findings through timely reporting
- Preparation of draft and final audit reports
- Quarterly follow-up reviews of previous audit findings
- Attendance and presentation at quarterly audit committee meetings
The technical scope includes conducting internal audit services on a quarterly basis, reviewing operational and financial controls, and ensuring safeguarding of assets. The firm must assemble a team with suitable technical, financial, and operational expertise and develop a methodology with a predetermined timeframe for each audit. The PSF will assign a project coordinator to facilitate the audit process and provide management comments on draft reports.
Eligibility criteria require valid ICAP registration, active FBR and SRB registration, satisfactory Quality Control Review (QCR) rating, valid Audit Oversight Board (AOB) registration, and relevant experience in conducting internal audits. Documentary evidence such as purchase orders, work orders, contracts, and completion certificates must be submitted. Firms must score a minimum of 70 marks out of 100 to qualify for financial evaluation.
