ISO 9001:2015 Quality Management System (QMS) Audit and Certification Consultancy Services

The Ministry of Human Rights, Islamabad (Ministry of Human Rights) invites qualified and accredited Certification Bodies to submit proposals for the provision of ISO 9001:2015 Quality Management System (QMS) Audit and Certification consultancy services. This procurement is for a single one-year certification cycle covering Stage 1 and Stage 2 audits, culminating in the issuance of the ISO 9001:2015 Certificate. The scope includes a comprehensive audit of all systems, processes, personnel, and activities within the Ministry's defined QMS. Items being procured: - ISO 9001:2015 Quality Management System (QMS) Audit and Certification The certification body must be accredited by both the United Kingdom Accreditation Service (UKAS) and Pakistan National Accreditation Council (PNAC). The Lead Auditor must be formally approved per ISO/IEC 17021-1 and have completed at least five full initial or recertification audits. The engagement excludes surveillance audits. The audit methodology includes Stage 1 audit to assess documented QMS information and readiness, followed by Stage 2 audit to evaluate implementation and effectiveness. Eligibility criteria require valid accreditation, professional certifications for auditors, and relevant experience with government or comparable organizations. Bidders must submit a bid security in the form of Pay Order or Banker's Cheque or a Bid Securing Declaration. Proposals must be submitted electronically via EPADS v2.0 by Monday, October 12, 2026, 11:00 AM, with financial proposals opened the same day at 12:30 PM. Manual submissions are not accepted. The contract will be awarded using Quality and Cost Based Selection (QCBS) with a validity period of 120 days. The successful bidder will be required to provide a performance guarantee of 10% of the contract value.
