Tender Description
Pakhtunkhwa Energy Development Organization (PEDO) invites qualified Technical and Financial bids from prospective Consultants for hiring of Project Management Consultant (PMC) for the Khyber Pakhtunkhwa Solarization of Houses Initiative Phase-1 (50% Subsidized). The selection will be on Single Stage Two Envelope method under Quality and Cost-Based Selection (QCBS) as per KP Public Procurement Regulatory Authority rules 2014.
Items being procured:
- Project Management Consultant (PMC) services for solarization of houses
The Consultant must hold valid PEC registration with specialized codes 1210 (Renewable Energy sources and System) and 1235 (Surveying, Evaluation and Loss Assessment), along with service codes 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Supervision/Inspection of Equipment Installation). The Consultant must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) as per RFP provisions.
Selection will be made according to the procedure and criteria specified in the RFP. Consultants may obtain further information from the office of the Procuring Entity at the given address during working hours and download documents from e-PAK Acquisition and Disposal System (e-PADS).
An pre-proposal conference will be held at Main Committee Room, PEDO House, Sector 38/B-2 Phase-V, Hayatabad, Peshawar on September 17, 2026 at 1100 Hrs. Consultants must submit their Technical and Financial proposals through e-PADS on or before September 30, 2026 by 1400 Hrs. Hard copy submission is not allowed.
Technical proposals will be opened on September 30, 2026 at 1430 Hrs in presence of authorized representatives. PEDO reserves the right to reject any or all bids prior to acceptance without assigning reasons. Grounds for rejection of bids/proposals are as per KPPRArules 2014.
Bidders should ensure valid PEC registration, FBR/ATL compliance, and timely submission via e-PADS. Attend the pre-proposal conference to clarify any queries and avoid disqualification.
