Tender Description
The National Telecommunication Corporation (NTC) Karachi Directorate is procuring comprehensive services for laying, hanging, fixing, and maintenance of Optical Fiber Cable Network under a Closed Framework Agreement. This contract is initially for one year, extendable on mutual consent, and covers the entire Karachi division. The scope includes supply and installation of various optical fiber components such as patch cords, ODFs with adapters and pigtails, joint enclosures, network access points with splitters, fiber access terminals, mechanical splices, optical splitters, warning tapes, PVC, HDPE and GI pipes, channel pati, and fiber cabinets of various capacities. Additionally, civil works like trench excavation, boring, cable pulling, installation of cabinets, poles, and repair works are included.
Eligible bidders must be Pakistani firms registered with PEC under relevant codes EE07 and EE08, active taxpayers with FBR and SRB, and have at least three years of experience in optical fiber cable network projects for telecom operators, government, or armed forces. Firms must not be blacklisted and should have an established office in Karachi with a minimum financial turnover of PKR 5 million in each of the last two financial years. Bidders must also submit notarized affidavits confirming no business relations or manufacturing links with Israel or India. Technical evaluation requires a minimum of 70% marks in non-mandatory criteria, and the contract will be awarded to the financially lowest technically qualified bidder.
The tender documents are available on the EPADS portal (www.eprocure.gov.pk) and bids must be submitted electronically through EPADS by 11:00 AM on May 11, 2026. Original earnest money of 2% of the bid value must reach the Director NTC Karachi office by the same deadline. Bids will be opened at 11:30 AM on the same day at NTC Regional Headquarters, Wireless Gate, Malir Halt, Karachi. Manual or late submissions will not be accepted. The contract includes a performance security of PKR 1,000,000 and a warranty period of 12 months. Payment will be made on actual work completion basis after satisfactory inspection.
