Lease of Pakistan Railways Prime Land for Mix-Use Commercial Development in Rawalpindi

The Railway Estate Development and Marketing Company (Pvt) Ltd (REDAMCO), a subsidiary of the Ministry of Railways, invites sealed bids for the lease of prime land owned by Pakistan Railways on a lease model basis. This opportunity is for a public-private partnership to develop mix-use commercial properties including shopping plazas, markets, corporate offices, retail outlets, and factory outlets in Rawalpindi Division. Items being leased: - Plot-1 (18,142 Sqft) - Plot-2 (18,142 Sqft) - Plot-3 (18,142 Sqft) - Plot-4 (18,142 Sqft) - Plot-5 (18,142 Sqft) - Plot-6 (18,142 Sqft) - Plot-7 (18,142 Sqft) - Plot-8 (18,142 Sqft) - Plot-9 (18,142 Sqft) - Plot-10 (18,142 Sqft) Each plot requires a bid security of PKR 3 Million. The benchmark commitment fee is PKR 20 Million (non-refundable) with an annual rental benchmark of PKR 3 Million per plot. The lease period is 21 years, extendable for another 21 years, with an annual rent increase of 8% compound. Mobilization period is 24 months from possession date. Building construction must comply with local construction bye-laws. A pre-bid meeting will be held on 09-10-2026 at 02:00 PM at REDAMCO Head Office or via Zoom. Bids must be submitted on or before 19-10-2026 at 02:00 PM at REDAMCO Head Office. Technical bids will be opened the same day at 02:30 PM in the presence of bidders or their authorized representatives. Eligibility requires submission of separate bid security for each plot in favor of REDAMCO. Incomplete or conditional bids without specified bid security will be rejected.
