Lease of Seventeen Pakistan Railway Commercial Property Sites Across Multiple Divisions

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Railways Headquarters Office Lahore invites sealed bids for leasing seventeen (17) Pakistan Railway commercial property sites located across Peshawar, Rawalpindi, Lahore, and Sukkur Divisions. The lease is for a period of 21 years, extendable for a further 21 years, with an annual rent increase at 8% compound. The properties are intended for commercial plaza/market, mixed-use commercial, IT park, hospital/health care unit, showrooms, food and retail outlets, etc. Bidders must quote a non-refundable one-time premium/commitment fee and annual rent against each site. The mobilization period is 2 years from possession date. Bidders must be commercial property developers, real estate companies/developers, construction companies, JVs/firms, or consultants/architect firms with authorization from relevant commercial development companies. Bidding documents can be obtained from the Directorate of Property & Land, Pakistan Railways Headquarters Lahore by depositing Rs.10,000/- (non-refundable) per site. Bids must be submitted in sealed envelopes with prescribed documents and bid security in the form of Pay Order/CDR/Bank Draft in the name of FA&CAO/PR for each site. Submission deadline is 22.09.2026 by 14:00 hours, with bid opening at 14:30 hours the same day. Pakistan Railways reserves the right to reject any or all bids without liability.
