Hiring of Legal Advisor on Retainership Base for Pakistan Reinsurance Company Limited

The Pakistan Reinsurance Company Limited (Ministry of Commerce) based in Karachi is procuring consultancy services for the hiring of a Legal Advisor on a retainership basis for the financial year 2026-27. This procurement is conducted through a National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004. Items being procured: - Legal Advisor Service on Retainership Basis (1 job monthly) The scope of work includes providing legal advice on corporate, commercial, financial, taxation, governance, and regulatory matters affecting PRCL. The advisor will handle insurance and reinsurance contracts, treaties, claims, disputes, arbitrations, and related legal proceedings. Responsibilities also include drafting, reviewing, vetting, negotiating, and interpreting agreements, contracts, policies, and other legal documents. The advisor must ensure compliance with applicable laws and regulations such as the Insurance Ordinance, Companies Act, PPRA Rules, and SECP regulations. Additional duties include rendering legal opinions, assisting in dispute resolution, litigation management, arbitration proceedings, and providing legal support on any other matters assigned by PRCL. Eligibility criteria require the firm to be a duly registered law firm in Pakistan with at least 15 years of continuous legal practice, registered with the Sindh Bar Council, and having valid enrolment and licensing credentials for all practicing advocates. The firm must have handled at least ten assignments related to insurance/reinsurance, corporate, regulatory compliance, and service law matters in the last five years, and completed at least ten legal advisory assignments for insurance/reinsurance companies, financial institutions, regulatory authorities, or public sector entities. The firm must have at least two Advocates of the Supreme Court of Pakistan on its panel and a team of at least five qualified lawyers and support staff. A designated Lead Counsel will manage PRCL's account. The estimated cost is a retainership fee not exceeding PKR 1,200,000 per annum, payable in 12 equal monthly installments subject to satisfactory performance. The bid security must be submitted in the form of Pay Order or Bank Guarantee. Proposals must be submitted online through EPADS v2.0 by Monday, August 17, 2026, 11:00 AM, with financial proposals opened on the same day at 11:30 AM. Manual submissions are not accepted.
