Licensing and Outsourcing of Ancillary Services at Girls' Cadet College Dera Ismail Khan

Girls' Cadet College Dera Ismail Khan invites sealed competitive bids under the Single Stage Single Envelope (SSSE) procedure for licensing and outsourcing of ancillary services to cadets and staff of the College. The procurement is open to eligible and experienced individuals, firms, and service providers. The services are divided into four lots, each to be evaluated and awarded separately. Items being procured: - Lot 1: Welfare Center (Licensing of designated on-campus premises) - Lot 2: Laundry Service (Licensing of designated on-campus premises) - Lot 3: Tailoring Service (Outsourcing / Service Contract) - Lot 4: Cobbler Service (Outsourcing / Service Contract) The licensing for Lots 1 and 2 requires bidders to pay the College an annual quoted license fee on a monthly basis, relative to minimum/reserve amounts specified in the Bid Solicitation Documents (BSDs). For Lots 3 and 4, contract/license fees will be governed by BSD provisions. A bid security of 2% of the total annual license fee quoted is mandatory, payable via Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order, or Banker's cheque in favor of the Principal, Girls' Cadet College, DI Khan. The initial contract period is one year, extendable based on performance and institutional need with approval from the Competent Authority. Detailed BSDs can be downloaded from the KPPRA or College website (gccdikhan.edu.pk). Bids must be submitted in sealed envelopes to the office of the Deputy Director (Finance), Girls' Cadet College DI Khan, located at the Deputy Commissioner Office, DI Khan Cantt, by the deadline of 07 September 2026. Bids will be opened the same day in the Conference Room of the Deputy Commissioner Office, DI Khan. Interested bidders should ensure compliance with all College standards and instructions. Late bids will not be entertained. The Competent Authority reserves the right to reject any or all bids as per Rule 47 of KPPRA Rules, 2014.
