Logistics and Transport Fleet Management Services for Sindh Institute of Child Health and Neonatology Sites

Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, invites eligible bidders to submit e-bids through the E-Pak Acquisition and Disposable System (EPADS) for Logistics and Transport Fleet Management Services for SICHN Sites for the fiscal year 2026-27. The procurement is conducted under Rule-46 (1) Single Stage One Envelope Procedure. Interested bidders must have valid registration with Pakistan tax authorities including Income Tax, SRB (where applicable), and Sales Tax Department. Items being procured: - Transportation of Commodities in Cold Supply Chain using 20 feet container, 16 feet Mazda, 10 feet Shehzore, and 7 feet Suzuki vehicles - Transportation of Commodities without Cold Supply Chain using the same vehicle categories The scope includes 24/7 transportation services across multiple SICHN sites including Karachi Projects, Jamshoro, Mirpurkhas, Sujawal, Shaheed Benaziarabad, Shahdadpur, Kamber, Sukkur, Larkana, Mirpur Mathelo, and Hyderabad. Vehicles must maintain cold chain requirements with temperature monitoring devices for refrigerated consignments. The transporter is responsible for loading/unloading up to the 5th floor, route optimization, standby vehicles for emergencies, and maintaining valid registration, fitness, and route permits for all vehicles. Bidders must submit a bid security of 2% of the estimated procurement value (Rs. 600,000 for cold chain transport and Rs. 500,000 for non-cold chain transport). Performance security of 5% is required upon award. The contract period is one year, extendable up to three years based on performance, with possible rate revision up to 10% during extension. Technical evaluation will be conducted by SICHN's Procurement Committee. Bids must be submitted on EPADS by 26-08-2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. No negotiations on quoted prices are allowed. Liquidated damages of 0.3% per day (max 10%) apply for delays or service failures.
