Tender Description
The Port Qasim Authority (Port Qasim Authority - PQA) in Bin Qasim, Karachi, Sindh, is procuring services for the maintenance of PQA Lawns and Green Areas from T-Junction to Chairman's Secretariat for a period of two years. This tender is issued by the Manager Environment and Safety Department, Administration Block 3, Port Qasim Authority. The procurement will be conducted through the National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique.
Items being procured:
- Maintenance of PQA Lawns and Green Areas
- Provision of horticulture services including watering, trimming, cleaning, replacement of plants
- Sweet Soil - 2,000 Cubic Feet (Five trucks every after six months)
- Manure - 400 Cubic Feet (Four to five trucks every after three months)
- All necessary tools, equipment and additional resources (Four to five trucks every after three months)
- Machinery at PQA premises: Heavy Duty Trimmer / Cutter (3 Nos.), Lawn Movers (3 Nos.), Handheld Trimmer (2 Nos.), Garbage Truck (1 No.), Tractor (1 No.), Excavator (1 No.)
- Workforce: 40 Gardeners, 5 Supervisors, 3 Sprayers, 2 Helpers
The scope includes daily upkeep and maintenance of lawns and green areas, pest control, cutting and removal of wild bushes, and general clearing under supervision. The contractor must deploy a workforce of 50 persons daily and provide prescribed uniforms with company logo. The contractor is responsible for providing bio-metric attendance systems, pick and drop services for workers, emergency first aid, and medical facilities as per labor laws.
Eligibility requires minimum three years' experience in horticulture/landscaping services, registration with FBR and Sindh Sales Tax, and financial soundness with minimum working capital and turnover. The bid security is Rs. 500,000 in the form of a pay order from an AA rated Karachi-based bank. The performance guarantee is 0.01% of contract price in the form of a bank guarantee.
The tender submission deadline is Thursday, August 6, 2026, at 11:00 AM via EPADS v2.0 only. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted. The contract duration is two years with possible extension. Payment will be made in Pakistani Rupees against actual invoices. The contractor must comply with all applicable laws including payment of minimum wages (Rs. 37,000 plus Rs. 18,000 incentive per worker), EOBI/SESSI contributions, and prohibition of child labor.
