Service Level Agreement for Repair and Maintenance Services of Civil and Horticulture Works at Gilgit Airport

The Pakistan Airports Authority (PAA) invites bids for a Service Level Agreement (SLA) for Repair and Maintenance Services of Civil and Horticulture Works at Gilgit Airport, Gilgit. This procurement is planned for the financial year 2026-27 and aims to ensure the upkeep and maintenance of airport civil infrastructure and horticulture areas to the highest standards. Items being procured: - Site Manager (1) - Supervisor Civil/Horticulture (1) - Plumber (1) - Carpenter (1) - Painter (1) - Aluminium Fixer/Welder (1) - Mason (1) - Sewer Man (2) - General Helpers (2) - Mali (8) The scope includes preventive and corrective maintenance of terminal buildings, airside and landside facilities, pavements, drainage, plumbing, painting, welding, carpentry, and horticulture landscaping including new plantations and maintenance of existing greenery. The contract duration is two years with a possible extension of six months based on satisfactory performance. Eligibility criteria require bidders to have PEC registration in C-5 category, at least three years of relevant experience, valid FBR registration, audited financial statements for the last three years, and compliance with labor laws including minimum wage and EOBI contributions. Joint ventures are allowed with a maximum of two members. Bids must be submitted electronically via the EPADS v2.0 portal by 29 September 2026 at 11:00 AM. Manual submissions will not be accepted. Technical bids will be evaluated first, and only technically qualified bidders will have their financial bids opened. The evaluation method is Least Cost Based Selection (LCBS). Bid security of Rs. 700,000 is required in the form of Pay Order, Banker's Cheque, or Call Deposit. Performance security of 5% of contract value will be required from the successful bidder. The contract includes strict compliance with HSE standards as per the CAA HSE Manual, and penalties apply for non-compliance, delays, or misconduct. The service provider is responsible for all manpower wages, tools, consumables, and equipment necessary for the services.
