Tender Description
The National Telecommunication Corporation (NTC) Islamabad is procuring a Managed DNS Service for a period of three (03) years. This tender invites electronic bids from firms registered with Income Tax and Sales Tax Departments, having relevant experience in managed DNS service deployments. The procurement is specific to Islamabad and requires bidders to comply with detailed technical and commercial specifications.
Items being procured:
- Managed DNS Recursive Resolution Service hosted at Contractor's data center(s)
- PTA-Compliant DNS Blocking (Response Policy Zone or equivalent)
- DNS Load Balancer nodes in Active-Standby (1+1) configuration
- Minimum sustained 30,000 DNS Queries per Second per node
- Backend DNS resolvers pool of minimum four (4) with health-check-based load distribution
- IPS/IDS integration for DNS traffic inspection
- 24x7 Network Operations Center (NOC) support
- Monthly performance and PTA compliance reports
The technical scope includes hosting the DNS Load Balancer infrastructure entirely at the contractor's licensed data center(s) in Pakistan, ensuring high availability, dual-backbone path redundancy via PTCL and Transworld, and compliance with PTA regulations for DNS blocking. The contractor is responsible for all rack space, power, cooling, physical security, and network connectivity. The service must maintain 99.95% monthly availability, support IPv4 and IPv6, and provide real-time monitoring dashboards accessible to NTC.
Eligibility criteria require firms to have at least two managed DNS service deployments, ISO 27001 or equivalent certified data centers, active tax status, and no blacklisting. Documentary proof must be submitted with the bid. The tender security is PKR 200,000, and performance security is PKR 300,000. Bids must be submitted electronically via EPADS by 23rd July 2026 at 1100 hours, with bid opening at 1130 hours the same day at NTC HQ Islamabad.
