Tender Description
The School Education and Literacy Department, Government of Sindh, invites sealed bids from eligible NGOs, firms, consortia, or joint ventures for the management and operation of nine public sector secondary schools in District Badin under a Public-Private Partnership (PPP) mode. This initiative is part of the Asian Development Bank funded Sindh Secondary Education Improvement Program (SSEIP) aiming to improve education quality and access. The contract term is ten and a half years, including an initial six-month mobilization period. The schools include both old and new blocks, with a total enrollment of 1795 students and existing teaching and non-teaching staff. Items being procured:
- Management and operation services for 9 secondary schools in Badin
- Initial repair and maintenance of old blocks
- Supply, installation, and commissioning of solar energy systems for old blocks
- Development and maintenance of EMIS and ICT equipment
- Hiring and training of school-based teaching and non-teaching staff
- Implementation of curriculum, student assessment, and continuous professional development
- Community engagement and school management committee support
- Provision of utilities, maintenance, and security
- Inclusive education initiatives for children with special needs
- Regular reporting and compliance with KPIs
The Operator will be responsible for all operational, administrative, and educational management activities, including ensuring staff availability, student enrollment and retention, and maintaining school infrastructure. The contract requires compliance with Sindh Public Procurement Rules 2010 and includes a bid security of PKR 9 million. Bids must be submitted electronically via EPADS and hard copy of bid security at the PPP Node office in Karachi by 14th September 2026 at 15:00 PST. Technical bids will be opened the same day at 15:30 PST. The contract will be awarded to the best evaluated bidder based on technical and financial evaluation. The department encourages bidders to attend the pre-bid conference on 21st August 2026 at SE&LD office Karachi. The Operator must meet eligibility criteria including experience in education management, financial strength, and registration with relevant authorities. The project emphasizes gender-responsive and inclusive education, with specific KPIs and performance-based payments.
