Tender Description
The School Education and Literacy Department, Government of Sindh, invites sealed bids from eligible NGOs, firms, consortia, or joint ventures for the management and operation of nine public sector secondary schools in District Sujawal under Package 3 of the Sindh Secondary Education Improvement Program (SSEIP). This is a Public-Private Partnership (PPP) initiative supported by the Asian Development Bank (ADB) aimed at improving education quality and access in Sindh. The contract term is ten years and six months, during which the selected Education Management Organization (EMO) will manage and operate the schools, including both old and new blocks, ensuring compliance with key performance indicators (KPIs) set by the department.
Items being procured:
- Management and operation services for 9 secondary schools in Sujawal district
- Initial repair and maintenance of old blocks during the Installation, Planning & Preparation (IPP) period
- Supply, installation, and commissioning of solar energy systems for old blocks
- Development and maintenance of Education Management Information System (EMIS)
- Procurement of furniture, equipment, and ICT-related assets
- Hiring and training of school-based teaching and non-teaching staff
- Implementation of continuous professional development programs for staff
- Student assessment and learning outcome monitoring
- Community engagement and school management committee support
- Maintenance of school infrastructure, including water, sanitation, and safety facilities
The EMO will be responsible for delivering quality education services, maintaining school facilities, ensuring staff availability and training, and achieving KPIs related to enrollment, attendance, retention, and learning outcomes. The contract requires compliance with the Sindh Right of Children to Free and Compulsory Education Act and emphasizes inclusivity, gender sensitivity, and technology integration.
Eligibility criteria include technical experience in education management, financial strength, valid registration with tax authorities, and qualified key staff. Bidders must submit technical and financial proposals separately through the Electronic Pakistan Acquisition and Disposal System (EPADS) by 14th September 2026 at 15:00 hours PST. A bid security of PKR 9,000,000/- is required in the form of a pay order, demand draft, or bank guarantee.
The pre-bid conference will be held on 21st August 2026 at the School Education & Literacy Department office in Karachi. Bids will be evaluated on technical and financial criteria, with a minimum technical score of 75% required to qualify for financial bid opening. The contract will be awarded to the best evaluated bidder for the package.
Bidders are advised to carefully review the detailed Request for Proposals document available on the department's website and EPADS portal. The department reserves the right to accept or reject any or all bids and to cancel the bidding process at any time.
