Management & Operation of Public Sector Secondary Schools under Public-Private Partnership Mode Package 5 District TMK & Badin

The School Education and Literacy Department, Government of Sindh, invites eligible NGOs, firms, consortia, and joint ventures to submit proposals for the management and operation of 9 public sector secondary schools under Package 5, covering districts TMK and Badin, under a Public-Private Partnership (PPP) mode. This initiative is part of the Asian Development Bank (ADB) funded Sindh Secondary Education Improvement Program (SSEIP) aimed at improving education quality and access in Sindh. The contract term is ten and a half years, including an Installation, Planning & Preparation (IPP) period of six months. The schools include both old and new blocks, with a total enrollment of 2,113 students and 33 teaching staff. The Operator will be responsible for comprehensive school management, including staffing, curriculum implementation, infrastructure maintenance, and community engagement, while ensuring compliance with key performance indicators (KPIs) set by the department. Items being procured: - Management and operation services for 9 public sector secondary schools in TMK and Badin districts - Initial repair and maintenance of old school blocks during IPP period - Supply, installation, and commissioning of solar energy systems for old blocks - Development and maintenance of Education Management Information System (EMIS) - Procurement of furniture, equipment, and ICT-related assets - Hiring and training of school-based teaching and non-teaching staff - Implementation of inclusive education initiatives for children with special needs - Conducting student assessments and continuous professional development for staff - Organizing co-curricular and community engagement activities - Ensuring safe, clean, and gender-responsive school environments The bidding process will be conducted through the Electronic Pakistan Acquisition and Disposal System (EPADS) using a single stage two envelope procedure. Bidders must submit technical and financial proposals separately by 14th September 2026 at 15:00 hours PST. A bid security of PKR 9,000,000 is required. The pre-bid conference will be held on 21st August 2026 at the SE&LD office in Karachi. The department reserves the right to reject any or all bids.
