Tender Description
The Chief Minister's Secretariat in Karachi, Sindh, is procuring manpower services specifically for janitorial duties for the financial year 2026-27. This procurement is aimed at ensuring cleanliness and maintenance of the Secretariat premises located at Dr. Ziauddin Ahmed Road, Karachi. The contract requires provision of janitorial staff on a monthly basis, with a total requirement of 31 janitors to be deployed throughout the contract period.
The technical scope includes supplying manpower fully compliant with Sindh Government Minimum Wages Act, 2015, ensuring uniforms are provided to all staff, and maintaining high standards of service quality. Bidders must submit proposals inclusive of all applicable taxes such as GST, Income Tax, and Sindh Revenue Board duties. The contract demands bidders to have a minimum annual turnover of Rs. 35 million, five years of relevant experience, and registration on the active taxpayer list of FBR and SRB. Earnest Money Deposit (EMD) of 5% of the total bid value is mandatory, along with submission of a bid security in the form of CDR, pay order, or bank guarantee.
The deadline for bid submission is 29th June 2026 before 01:00 pm, with bids to be opened the same day at 02:00 pm in the Committee Room of the Chief Minister's Secretariat. Bidders should submit their bids through the e-Pak acquisition and disposal system (EPADS) and register on the EPAD system for electronic bid submission. The procuring agency reserves the right to accept or reject any or all bids as per SPPRA rules.
A practical tip for bidders is to ensure all required documents including NTN Certificate, Sales Tax Registration, SRB certificate, professional tax certificate, bank statements, and performance certificates are complete and properly signed and stamped. Non-compliance or incomplete documentation will lead to disqualification. Also, bidders must quote for all items as partial bids are not acceptable. Ensuring timely submission and adherence to the technical and financial criteria will enhance the chances of successful award.
