Tender Description
The Peshawar Electric Supply Company (PESCO) is procuring Asset Performance Management System (APMS) devices for distribution transformers of 25 kVA, 50 kVA, 100 kVA, and 200 kVA ratings across 10 selected 11 KV feeders in Peshawar and adjoining areas. This procurement covers manufacturing, supply, installation, testing, and commissioning of APMS devices as a complete end-to-end solution. The scope includes provision of APMS hardware, allied materials, low voltage PVC insulated power cables, PG connectors, and complete installation services including lighting and ancillary materials required for successful operationalization.
The technical scope demands compliance with PPMC-DDS-01:2026 specifications, prototype approval from the Design & Standard Department PPMC, and integration with PITC's UDIL-compliant Meter Data Concentrator (MDC) and Meter Data Management (MDM) systems. Communication modules must be PTA approved with 4G/2G compatibility, ensuring secure data transmission and cyber security measures including application and database protection. The MDC hardware must support data retention for at least 120 days and handle all APMS units concurrently. Installation requires proper earthing, adherence to safety protocols, and coordination with PESCO's operation offices for shutdown scheduling and site acceptance testing.
Eligible bidders must be registered with FBR, possess relevant PEC categories, and have prior experience with APMS installations or similar projects for DISCOs or government departments. Valid prototype approval or undertaking for fresh approval is mandatory. Bidders must submit a detailed implementation plan including manufacturing schedules, installation teams, progress targets, and training plans. The bid security and performance guarantee requirements are as per PPRA rules.
The tender is published on April 26, 2026, with bid submission deadline on May 12, 2026, at 10:00 AM via EPADS v2.0. Manual bids are not accepted. The technical and financial bids will be evaluated on Least Cost Based Selection (LCBS) criteria.
