Tender Document
Tender Description
The National University of Medical Sciences (NUMS) in Rawalpindi is procuring comprehensive Medical Laboratory Equipment for its NIASR laboratories. This procurement includes supply, installation, testing, and commissioning of advanced scientific and clinical trial equipment. The scope covers a wide range of items such as Triple Quadrupole LC-MS/MS Spectrometer, HPLC systems, FT-IR Spectroscopy modules, ultra-low temperature freezers, blood analyzers, analytical balances, glassware washers, refrigerated centrifuges, hematology and chemistry analyzers, telemetry monitors, medical crash carts, and specialized clinical beds among others.
The procurement is valued at approximately **PKR 200 Million** and follows the Single Stage - Two Envelopes procedure under PPRA Rules 2004. Bidders must be registered on E-PADS and comply with all technical and financial requirements including submission of Earnest Money in the form of a 2% Bid Security CDR. The technical bid will be evaluated on criteria such as company profile, experience, technical capability, and product compliance. Only bidders scoring 70% or above will qualify for financial bid opening.
Eligibility requires a minimum of five years' experience in supplying and installing medical laboratory equipment, valid FBR/ATL registration, and exclusive authorization from manufacturers. The tender demands submission of detailed technical documentation, certifications (ISO, CE, FDA), and compliance with 21 CFR Part 11 for software components. Delivery timelines are 20 days for local items and 8 weeks for imported equipment. Warranty of at least three years comprehensive is mandatory.
The last date for bid submission is **16th April 2026 at 10:00 AM**, with technical bids opening at 11:00 AM the same day at NUMS NIASR, Rawalpindi. Bidders must physically deliver the original bid security to the Procurement Directorate before the deadline. A practical tip for bidders is to ensure strict compliance with the bid security submission process and to upload scanned copies on E-PADS while delivering originals physically to avoid disqualification. Attention to detail in technical documentation and adherence to submission deadlines will significantly enhance chances of success.
