Micro Project - Engineering, Procurement, Construction, Installation, Testing, Commissioning and Successful Completion of On-grid/Hybrid Solar PV Systems at 8 x Cantonment Boards (Kharian, Shorkot, Attock, Kamra, Pano Aqil, Mangla, Zhob, Loralai)

The Headquarters Military Lands & Cantonments (ML&C), Ministry of Defence, invites sealed bids from eligible, qualified, and financially sound firms for a Micro Project involving the engineering, procurement, construction, installation, testing, commissioning, and successful completion of On-grid/Hybrid Solar PV Systems at 8 Cantonment Boards: Kharian, Shorkot, Attock, Kamra, Pano Aqil, Mangla, Zhob, and Loralai. The project encompasses a total installed capacity of 182.8 kW with 90 kWh Battery Energy Storage Systems (BESS). Items being procured: - Solar PV Modules (Tier-1, IEC certified, minimum 21% efficiency, 25-year warranty) - Hybrid Inverters (minimum 97% efficiency, 10-year warranty) - Lithium-ion and Sodium-ion Battery Energy Storage Systems (minimum 6 hours backup, 10-year warranty) - Galvanized steel mounting structures designed for wind speeds ≥ 160 km/h - Electrical and protection equipment including DC/AC isolators, surge protection devices, circuit breakers, earthing systems - Civil, structural, and electrical works - Net-billing facilitation and approvals The scope includes detailed engineering and system design compatible with existing electrical infrastructure, procurement of all equipment and materials, installation, testing, commissioning, synchronization with utility grid and generators where applicable, performance testing, training of Employer's representatives, submission of as-built drawings, operation and maintenance manuals, and warranty obligations for 2 years. Eligibility criteria require valid PEC registration (minimum C-3 with solar specialization), AEDB certification, active PPRA EPADS registration, and FBR Active Taxpayer List status. Bidders must submit a bid security of 5% of the estimated cost in the form of a Call Deposit Receipt. Bids will be evaluated on a Quality and Cost Based Selection (QCBS) method with 70% technical and 30% financial weightage. Key dates: Pre-bid meeting on August 31, 2026 at 2:00 PM at Headquarters Military Lands & Cantonments, Rawalpindi. Bid submission deadline is September 16, 2026 at 11:00 AM via EPADS v2.0 portal.
