Supply of Microsoft Office 365 Licenses, Operations Support & Migration Services

The Higher Education Commission (HEC) Islamabad invites bids for the supply of Microsoft Office 365 licenses along with operations support and migration services. This corrigendum notice extends the bid submission deadline to Thursday, October 08, 2026 at 11:30 AM, with bid opening scheduled for the same day at 12:00 PM. Items being procured: - Microsoft Office 365 Licenses - Operations Support Services - Migration Services The scope includes provision of genuine Microsoft Office 365 licenses, comprehensive operational support to ensure smooth functioning, and migration services to transition existing systems to the new platform. Bidders must ensure compliance with HEC standards and PPRA rules. The procurement is conducted through e-tendering on the EPADS portal, where the revised bidding documents and pre-bid meeting minutes are also available. Eligible bidders should be registered with FBR and on the Active Taxpayers List (ATL). Experience in similar IT licensing and support contracts is preferred. Earnest money and bid security requirements are as per HEC and PPRA regulations. Bids must be submitted electronically via the EPADS portal by the revised deadline. Late submissions will not be entertained. The HEC reserves the right to accept or reject any or all bids as per PPRA rules. In case of a public holiday on the bid opening date, bids will be opened on the next working day.
