NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Mineral Development Dir Upper invites registered contractors to participate in the auction for the lease of Minor Minerals in District Dir Upper. The auction covers 14 blocks from Akhragram to Barikot District Dir Upper under the Khyber Pakhtunkhwa Mines & Mineral Act, 2017 for a one-year lease period on a yearly basis. The reserve price for the lease is Rs. 10,000,000 (Ten Million) with a call deposit of Rs. 25,000,000 to be submitted by 13/10/2026 at 11:00 AM. The auction will be held on 14/10/2026 at 11:00 AM. Items being auctioned: - Lease of 14 blocks of Minor Minerals in District Dir Upper Interested parties must be registered with the Directorate General Mines & Minerals Khyber Pakhtunkhwa as Minor Minerals Contractors. Applications must be submitted with a non-refundable fee of Rs. 10,200 at least three days before the auction, by 09/10/2026. Blacklisted or unregistered persons are not eligible. Applicants must submit attested copies of CNIC, NTN, partnership deed or memorandum of association, and evidence of paid-up capital if applicable. A call deposit must be made under specified bank accounts. The successful bidder must deposit 1/4th of the total bid money as security within three days of the auction, demarcate the leased area within 15 days, and pay excise duty to the Commissionerate of Mines or approved contractors. The bidder is also responsible for withholding tax, surface rent, and must work strictly according to the Khyber Pakhtunkhwa Mines & Minerals Act, 2017. Only verified challans for transportation of minerals are allowed. The Licensing Authority reserves the right to accept or reject bids. For further information, interested parties may contact the office during working hours from 09:00 AM to 05:00 PM.
