Tender Description
The Inspector General of Sindh Prisons & Corrections Service Karachi invites sealed bids for the provision of MPLS Layer-III VPN connectivity for all the prisons and offices of Sindh Prisons Service. This procurement is conducted through the SPPRA E-Pak Acquisition & Disposal System (EPADS) website in accordance with Sindh Public Procurement Rules 2010 (amended 2019) under the Single Stage Two Envelope Procedure as per rule No. 46(2) of SPPRA Rules. Eligible firms must be duly registered with SECP, FBR, NTN, STRN, and SNTN, and must have legal presence in Pakistan. Additionally, firms must be authorized by the Pakistan Telecommunication Authority (PTA) to provide telecommunication services (cellular/fiber) in Pakistan and must own a local loop license.
Items being procured:
- MPLS Layer-III VPN connectivity services for all prisons and offices of Sindh Prisons Service
The competent authority reserves the right to verify the availability of the best services and may opt for services based on the best coverage with competitive rates. Tender documents can be downloaded and uploaded up to 12-10-2026 at 02:30 pm via the SPPRA EPADS website https://portalsindh.eprocure.gov.pk/ and Sindh Prisons & C.S website www.spcs.gos.pk. Technical bids will be opened on 12-10-2026 at 03:00 pm through the same portal.
Tender fees amounting to Rs. 3000/- must be submitted in the form of a pay order in favor of Inspector General of Prisons Sindh Karachi. Bids must be accompanied by earnest money (bid security) of Rs. 500,000/- in the form of pay order, demand draft, or bank guarantee from any scheduled bank in favor of Inspector General of Prisons Sindh Karachi. The bid security must be uploaded on the EPADS website and the original submitted before the deadline.
In case of a public holiday on the bid opening day, bids will be opened on the next working day at the same time. Quantity of store can be increased or decreased according to SPPRA Rules 2010 (amended up to date). The department reserves the right to accept or reject any or all bids as per relevant rules of Sindh Public Procurement Regulatory Authority.
