Establishment and Operationalization of 1,420 Non-Formal Education Centers in Six Sindh Districts

The Directorate of Literacy & Non-Formal Education, School Education and Literacy Department, Government of Sindh, invites proposals from eligible registered nonprofit or for-profit organizations to establish and operate 1,420 Non-Formal Education Centers for 42,600 out-of-school children aged 9–16 years in Jacobabad, Kashmore, Mirpurkhas, Umerkot, Tharparkar and Jamshoro. The service contract covers initial establishment, community mobilization, site selection, learner enrollment, facilitator hiring and training, teaching delivery, monitoring, reporting and assessment under a 30-month partnership contract, including a 24-month academic period. Mandatory package list: Packages 1–5 comprise 120 centers each, with 20 centers in each of the six districts; Packages 6–11 comprise 100 centers each, with 20 centers in Mirpurkhas, Tharparkar, Umerkot, Jamshoro and Jacobabad; Package 12 comprises 80 centers, with 20 each in Tharparkar, Umerkot, Jamshoro and Jacobabad; Packages 13–15 comprise 40 centers each, with 20 each in Tharparkar and Jamshoro; Package 16 comprises 20 centers in Jamshoro. Each center is planned for 30 learners. Academic Packages A, B and C cover Sindhi or Urdu, mathematics, English, science and social studies over 24 months. The fixed subsidy is **PKR 1,500 per learner per month**, and the illustrative total bid price for one 20-center package is **PKR 21,600,000**. Applicants must provide registration, FBR or SRB and Active Taxpayer evidence, net worth of at least **PKR 2,500,000**, annual turnover of **PKR 1,000,000** for each of the last three years, relevant education or social-sector experience, technical proposal documents, financial forms and an application fee of **PKR 10,000 per package**. Bid security is at least 1% of total bid price. Proposals must be uploaded separately for each package and district through EPADS at the SPPRA portal by **24 August 2026 at 03:00 PM**; opening is at 03:30 PM. Submit online only.
