Tender Description
The Securities and Exchange Commission of Pakistan (SECP) is procuring On-Site Managed Security Services (MSSP) to operate and maintain its Security Operations Centre (SOC) in Islamabad. This procurement is specific to the SECP premises and requires a dedicated team of cybersecurity professionals working onsite with specialized SOC desktop machines. The scope includes 24/7 security event monitoring, incident response, SIEM management and optimization, threat hunting, adversary simulation, and advanced forensic analysis. The MSSP team must consist of ten professionals covering all SOC roles with required certifications and experience, including SOC Manager, Threat Analysts, Malware/Forensic Analysts, and SOC Analysts with Red Teaming expertise. The contract is initially for one year with a possible extension of two more years. Bidders must be registered with FBR, appear on the Active Taxpayers List, and comply with PEC and other eligibility criteria. The bid security is PKR 700,000 in the form of a pay order. Technical bids must score at least 70% to qualify for financial evaluation. The deadline for submission is 14:30 on May 11, 2026, via the EPADS system only. The procuring agency is located at NICL Building, 63 Jinnah Avenue, Blue Area, Islamabad. A practical tip for bidders is to ensure all required documents, including bid security and technical qualifications, are uploaded correctly on EPADS well before the deadline to avoid disqualification. Also, prepare for resource interviews by SECP as part of the evaluation process. The contract includes strict SLAs, monthly and annual reporting, and requires a 10% performance guarantee. This tender offers a significant opportunity for qualified cybersecurity firms to provide critical managed security services to a key federal regulatory authority in Pakistan.
