Outsourcing of Operation and Maintenance Services of Two Diesel (800 & 500 KVA) Generators Installed at Emigration Tower, G-8/1, Islamabad

The Bureau of Emigration & Overseas Employment (BE&OE) Islamabad invites bids for outsourcing the operation and maintenance services of two diesel generators (800 KVA and 500 KVA) installed at Emigration Tower, G-8/1, Islamabad. The contract covers professional operation, routine servicing, preventive maintenance, and minor repairs of the generators providing power backup to the building. Items being procured: - Operation and maintenance services of one 800 KVA diesel generator - Operation and maintenance services of one 500 KVA diesel generator The scope includes providing a skilled generator operator knowledgeable in Perkins generators, availability of mechanic/fitter/supervisor/engineer for maintenance, daily cleaning of generator room and adjoining areas, supply of consumables like grease, duster, kerosene oil, screws, nuts, bolts, and maintaining a small workshop with necessary tools. The contractor must maintain log sheets of operations and submit monthly reports. The generators must be operated during office hours and tested regularly to ensure functionality and economical diesel consumption. The contractor is responsible for minor repairs and adjustments including the Automatic Voltage Regulator and battery supply, with major repairs requiring prior approval. The BE&OE will supply diesel, engine oil, filters, and electrical items. Eligibility criteria include valid PEC registration with code C-5 and specialization ME-07, FBR registration, ISO-9001:2015 certification, minimum 10 years company registration, experience of at least five government projects in generator management, and financial soundness with minimum turnover of PKR 10 million. Bids must be submitted online via EPADS v2.0 by Tuesday, October 6, 2026 at 10:00 AM. Bid security of PKR 54,000 is required. Manual bids will not be accepted. The contract will be awarded based on Least Cost Based Selection (LCBS). The contract commencement is expected on December 31, 2026.
