Operation and Maintenance (O & M) of Heating, Ventilation and Air Conditioning (HVAC) System at NESPAK House, Lahore

The National Engineering Services Pakistan (NESPAK) Pvt. Limited, Head Office in Lahore, invites bids for the Operation and Maintenance (O & M) of the Heating, Ventilation and Air Conditioning (HVAC) System at NESPAK House, Lahore. This procurement is for non-consultancy services under a National Single Stage-One Envelope procedure with Open Competitive Bidding and Least Cost Based Selection (LCBS) technique for the fiscal year 2026-27. Items being procured: - Operation & Maintenance Services Charges/Cost per month for the first Contract Year (12 months) - Operation & Maintenance Services Charges/Cost per month for the second Contract Year (12 months) - Operation & Maintenance Services Charges/Cost per month for the third Contract Year (6 months) The scope includes operation, servicing, and maintenance of the complete HVAC system comprising chillers, cooling towers, pumps, air handling units, fan coil units, hot water generators, and associated controls and accessories at NESPAK House, Lahore. The contractor shall ensure efficient operation to avoid breakdowns, maintain economical consumption of materials and spare parts, and provide qualified personnel as per PEC category O-6 or higher. The contract duration is two and a half years starting from the contract signing date. Eligibility requires PEC registration, FBR registration, and ATL status. Bidders must submit bids through EPADS v2.0 with bid security of PKR 600,000. The bid submission deadline is Friday, October 2, 2026, at 11:00 AM, with electronic bid opening at 11:30 AM the same day. Manual bids will not be accepted. The bid security original must be submitted to the Procure Cell, NESPAK House, Lahore before the deadline. Technical scope includes preventive and annual maintenance, chemical treatment of water systems, cleaning, lubrication, inspection, and minor repairs. The contractor will maintain daily logs, monthly reports, and ensure compliance with safety and environmental standards. The contract includes detailed specifications, maintenance schedules, and reporting requirements. Bidders are advised to register on EPADS and submit bids online. The contract will be awarded to the lowest evaluated responsive bidder. Performance guarantee of 10% of contract price in the form of bank guarantee is required upon award. Payment will be made monthly as per actual invoice and contract terms.
