Provision of DSTI Mess/Canteen Non-Consultancy Services at Survey of Pakistan, Islamabad

The Survey of Pakistan (Survey Training Institute) (Survey of Pakistan) invites bids for the provision of Non-Consultancy Services specifically for the operation of the DSTI Mess/Canteen located in Sector H-8/2, Islamabad. This procurement is planned for the financial year 2026-27 and aims to provide quality catering services to 85 day scholars and 150 staff members on a daily basis. Items being procured: - Provision of Mess Service for 85 hostel students with fixed monthly subscription - Pay-per-item services for day scholars, staff, and guests including Chicken Samosa, Potato Samosa, Vegetable Samosa, Chana Chaat, Pakora, Sandwich, Burger, Roti, Beef Curry, Mutton Curry, Chicken Curry, Dal varieties, Seasonal Sabzi, Biryani, Pulao, Karri Pakora, and Tea The technical scope includes serving daily meals with specified portion sizes such as 100g paratha, 130ml tea, and one regular plate of main course items. The menu follows a weekly rotation with meat, daal, vegetables, and rice dishes. The contractor is responsible for collecting fixed monthly subscriptions directly from students and managing pay-per-item billing for other consumers. Eligibility criteria require bidders to have Food Safety Authority registration, minimum 3-5 years of catering experience for institutes or hostels, active vendor number in AGPR, FBR registration, and a registered business. Bids must be submitted online through EPADS v2.0 by the deadline of Wednesday, September 30, 2026 at 10:00 AM. Manual submissions will not be accepted. A bid security of PKR 30,000 is required. The evaluation will be based on Least Cost Based Selection (LCBS). The procuring agency reserves the right to inspect premises and monitor service quality. The contract will be governed by the laws of Pakistan with dispute resolution through arbitration in Islamabad.
