Tender Description
The Public Health Engineering Division Orakzai invites electronic bids through the E-PADS portal from eligible firms and contractors for operation, maintenance, and repair works in District Orakzai. The procurement is conducted under KPPRA procurement rules 2014 using a single stage single envelope procedure. The works include civil, electrical, and mechanical repair and maintenance at various locations within Orakzai.

- AOM&R Civil Work at Kalaya District Orakzai (Estimated Cost Rs. 8.00 Million)
- AOM&R Electrical/Mechanical Work at Ghiljo District Orakzai (Estimated Cost Rs. 5.00 Million)
- AOM&R Electrical/Mechanical Work at Kalaya District Orakzai (Estimated Cost Rs. 6.00 Million)
The scope covers operation, maintenance, and repair of civil infrastructure and electrical/mechanical systems related to water supply schemes. Bidders must be registered with the Pakistan Engineering Council (PEC) in relevant categories CE-09 for civil works and EE-04, EE-05, EE-11, ME-07 for electrical and mechanical works. Registration with Khyber Pakhtunkhwa Revenue Authority (KPPRA) with active status is mandatory. Bidders must demonstrate financial soundness, relevant experience, and have operational workshops within the district or Hangu for mechanical works.
Bid security, stamp duty, and other financial requirements are specified per package. Bidders must submit bids electronically via E-PADS by 30th September 2026 at 12:00 Noon. Original bid securities and tender fees must be physically submitted to the Executive Engineer's office via registered post or courier before the deadline. Bids will be opened on the same day at 12:30 PM in the presence of bidders or their representatives.
Bidders quoting rates more than 20% below the engineer's estimate must provide detailed rate analysis. Affidavits regarding operational guarantees and financial resources are required. Only one package can be bid on by a single bidder or consortium. Clarifications can be sought through the E-PADS portal.
A practical tip for bidders: Ensure your PEC registration codes and KPPRA active status are up to date before bid submission to avoid disqualification. Also, prepare your original bid security documents early to meet the physical submission deadline alongside electronic bid upload.
