Operation and Maintenance of Installed Water Filtration Plants in Azad Jammu & Kashmir

The Local Government & Rural Development Department Government of Azad Jammu & Kashmir invites sealed bids from eligible bidders under the Single Stage Two Envelope Procedure of AJ&K Public Procurement Rules for the operation and maintenance of installed water filtration plants in various divisions of AJK for a period of two years. Items being procured: - Operation & Maintenance of 56 Installed Water Filtration Plants in Division Mirzal Muzaffarabad - Operation & Maintenance of 56 Installed Water Filtration Plants in Division Poonch - Operation & Maintenance of 63 Installed Water Filtration Plants in Division Mirpur The scope includes comprehensive operation and maintenance services of community-based water filtration plants ensuring continuous supply of clean water. Bidders must be registered with Pakistan Engineering Council in Category C-4 or above with specialization code CE-09 and have at least 5 years of relevant experience. Experience in handling operation and maintenance of community-based water filtration plants is mandatory, with at least two projects each worth Rs. 20.00 million or above. Bidders must also be registered with FBR or AJK CBR and be on the active Tax Payer List (ATL) of FBR. Bidding documents including detailed terms, conditions, drawings, BOQ, and O&M details can be purchased for a non-refundable fee of Rs. 4000 from the office of Director General LG&RDD during official hours from 19-09-2026 to 10-10-2026. A pre-bid meeting will be held on 28-09-2026 at 10:00 hours in the Committee Room of Kashmir House Sector F-5, Muzaffarabad. Bidders are advised to visit the sites of the installed water filtration plants to obtain first-hand information before submitting bids. Bids must be submitted in two sealed envelopes separately marked as Technical and Financial bids at the specified address. Complete technical data and brochures about O&M must accompany the proposals. Bid security in the form of CDR or Bank Guarantee from any scheduled bank with branches in AJK in favor of Director General LG&RDD AJK must be submitted with the Technical Bids. Incomplete, conditional, or bids without bid security will not be entertained. In case of public holidays or force majeure on the submission or opening date, bids will be submitted and opened on the next working day at the same time and place. Blacklisted bidders are not allowed to participate and all bidders must furnish an affidavit certifying they are not blacklisted or in conflict with any government in Pakistan or AJK territory. All prevailing PPRA rules and government notifications will apply. The employer reserves the right to accept or reject any or all bids according to Rule 33 of PPRA AJ&K. All taxes and duties levied by Government of AJK will be charged from bills under prevailing rules. Bids must be sealed, properly page marked, and signed and stamped by authorized persons on each page of the bidding document. The bid evaluation report and contract award will be displayed on the AJ&K PPRA website.
