Outsourcing of Lawns of Mayo Gardens Club for Event Management

The Mayo Gardens Club, Lahore, a prestigious social and recreational facility established during the British Raj, is inviting prequalification applications for the outsourcing of its lawns for event management purposes. The Management Committee of Mayo Gardens Club, acting through the Secretary, is seeking competent and experienced firms, joint ventures, or individuals to manage and operate the designated lawn area for event management under a long-term contract. The lawns, located at Mayo Gardens, Pakistan Railway Officers Colony on Sunderdas Road, Lahore, cover approximately 90,324 square feet (around 2.07 acres) with an additional 33,360 square feet (around 0.76 acres) earmarked for parking. The Management Partner will be responsible for establishing up to three event management units, either as open lawns or by installing marquees, with no permanent structures allowed except for washrooms, kitchens, stores, and bridle rooms subject to prior approval. The Partner will also manage marketing, operations, parking facilities, and all allied infrastructure at their own cost, including utilities such as water, electricity, and gas. The contract period is initially ten years, extendable by five years subject to mutual consent and satisfactory performance. A bid security of PKR 1 million in the form of a Pay Order is required from prequalified firms before the auction, and the successful bidder must provide a performance security equivalent to three months' rent. The selection process involves two steps: prequalification based on experience, financial soundness, organizational structure, and project implementation plan, followed by an open auction among prequalified firms to select the highest annual rent offer. Key eligibility criteria include a minimum of three years' experience in hospitality-related operations, verifiable experience managing similar projects, and an annual turnover of at least PKR 30 million in any of the last three financial years. The Management Partner must comply with all applicable laws, maintain high standards of cleanliness, safety, and food hygiene, and ensure proper parking and traffic management during events. The Partner is prohibited from subletting the premises and must adhere to restrictions on noise, firearms, explosives, and unlawful activities. The auction and contract award will be conducted in Lahore, Punjab, under the auspices of Mayo Gardens Club.
