Tender Description
Pakistan Railways Headquarters Office Lahore is inviting proposals for outsourcing its 03 closed (non-operational) schools located in Quetta and Karachi Divisions. The project is on Public-Private Partnership (PPP) mode for a concession period of 30 years including 2 years mobilization period. The private investors will finance, modernize, expand, rehabilitate, upgrade, operate, maintain, and transfer these schools on a revenue sharing basis with Pakistan Railways.

- P.R. Industrial School, Quetta
- P.R. Secondary School, Kotri
- P.R. Secondary School, Pipri
The scope includes rehabilitation, upgrading, operation, and maintenance of these educational institutions. The project requires firms with experience in the education sector and the ability to manage long-term PPP projects. Interested bidders must obtain the Request for Proposal (RFP) documents and draft agreement from Pakistan Railways website or office of DG Education Lahore by paying Rs. 10,000 in cash as mandatory participation fee.
Eligibility criteria include reputable national firms, companies, or joint ventures with relevant education sector experience. Technical and financial proposals must be submitted in sealed envelopes by 2:00 PM on or before 25th August 2026. The technical proposals will be opened at 2:30 PM the same day in the presence of bidders or their representatives. A pre-bid conference is scheduled for 5th August 2026 at 11:00 AM at Pakistan Railways Headquarters Office Lahore.
