Tender Description
This tender invites proposals for outsourcing five Pakistan Railway schools located in Risalpur, Multan, and Sukkur divisions under a Public-Private Partnership (PPP) model. The project involves financing, modernizing, expanding, rehabilitating, upgrading, operating, maintaining, and transferring these schools on a revenue-sharing basis with Pakistan Railways. The schools include girls and boys high schools in Risalpur, Khanewal, Rohri, and Sukkur, reflecting a strategic educational investment across multiple cities.
The scope requires firms or companies with proven experience in education management to engage in a 30-year concession period, including a 2-year mobilization phase. The project demands a comprehensive approach to school rehabilitation and operational excellence, ensuring quality education delivery and sustainable management. The locations in Punjab and Sindh provinces present logistical and administrative challenges that bidders must address, including coordination with local authorities and community stakeholders.
Bidders should ensure compliance with Pakistan Engineering Council (PEC) categories relevant to educational infrastructure and maintain an active FBR ATL status for the fiscal year 2025-26. The tender emphasizes the importance of submitting a Call Deposit Receipt (CDR) of Rs. 10,000 as earnest money, which is mandatory for participation. Firms must be prepared to meet all regulatory and financial requirements to qualify for this long-term partnership.
The submission deadline is set for 28th April 2026 by 2:00 PM, with technical proposals opening the same day at 2:30 PM at the Pakistan Railways Headquarters Office, Empress Road, Lahore. Interested parties can download the Request for Proposal (RFP) documents from the Pakistan Railways or PPRA websites or obtain hard copies from the DG Education office upon payment of the required fee.
Pro-Tip: Make sure to attend the pre-bid conference scheduled for 31st March 2026 at 11:00 AM to clarify all technical and financial queries. Also, carefully review the bid security requirements for each school project to avoid disqualification due to incomplete submissions.
