Outsourcing of Supply of Food/Grocery Items for Mess at National Institute of Public Administration Islamabad

The National Institute of Public Administration (NIPA), Islamabad invites sealed bids for the outsourcing of supply of food and grocery items for its mess located at Park Road, Chak Shehzad, Islamabad. This procurement is planned for the financial year 2026-27 with contract commencement expected on September 21, 2026, and a tentative expiration of September 19, 2027. Items being procured include: - Meat & Beef items: Mutton Beef sliced with machine, Minced Mutton & Beef (machine minced), all duly certified and fresh - Poultry items: Fresh chicken slaughtered as per requirement, minced chicken, boneless chicken - Fresh Vegetables: Onion, Tomato, Ginger, Garlic, Green Chilli, Green Coriander, Lemon, Mint, Potato, Cucumber, Radish, Carrot, Cabbage, Cauliflower, Beet Root, Lettuce, and other seasonal vegetables - Fresh Fruits: Apple, Banana, Guava, Grapes, Mango, Oranges, Peach, Strawberry, and other seasonal fruits - Flour, Rice & Sugar: Fine flour, corn flour, maida, sujji, basin, basmati rice, sela rice, sugar, gur, shakkar - Dairy/Milk & Tea Items: Butter milk, biscuits, cheese, cream, coffee, dry milk, eggs, jam, tea, milk, tea bags, yeast - Bread: Plain, brown, sandwich bread, roll patti - Oil/Ghee: Cooking oil, ghee - Drinks/Beverage: Cold drinks, mineral water - Grocery, Dry Fruits & Sauces: Baking soda, almonds, coconut, cashew nuts, dates, raisins, sauces, food color, jelly, ketchup, mayonnaise, macaroni, pudding mix, rooh afza, sesame seed, vermicelli - Lentils, Spices/Masalas: Various lentils, spices including biryani masala, black pepper, cardamom, cumin, chaat masala, chicken masalas, garam masala, turmeric, salt, and others - Disposable & Chemical items: Cotton bundles, disposable cups, spoons, steel wool, toothpicks, foam scrub, spirit The scope includes supply of fresh, best quality items as per specifications and standards set by the respective food authorities. Delivery must be made to the NIPA Islamabad campus. Bidders must have a chain of stores and meet eligibility criteria including FBR registration, 5 years of experience, and financial capacity. Bid security in the form of Pay Order is required. The contract will be awarded on Least Cost Based Selection (LCBS) basis.
